China to build 28 million charging facilities by the end of 2027

The National Development and Reform Commission, the National Energy Administration, and six other departments recently jointly issued the "Action Plan for Doubling the Service Capacity of Electric Vehicle Charging Facilities in Three Years (2025-2027)" (hereinafter referred to as the "Action Plan"), proposing to build 28 million charging facilities nationwide by the end of 2027, provide over 300 million kilowatts of public charging capacity, meet the charging needs of more than 80 million electric vehicles, and achieve a doubling of charging service capacity.

The relevant person in charge of the National Energy Administration introduced that in recent years, China's charging infrastructure has developed rapidly, and the service capacity can basically meet the current demand for new energy vehicle charging. However, there are still problems such as uneven layout of public charging networks, need to optimize facility functional structure, insufficient service supply in residential areas, need to strengthen power supply guarantee, and need to improve the quality and efficiency of operation and management. Policies need to be introduced to solve these problems.

The Action Plan proposes to implement five major special actions. In terms of improving the quality and upgrading of public charging facilities, it is proposed to strengthen the urban fast charging network, accelerate the upgrading and transformation of charging facilities in highway service areas, and fill the gaps in rural charging facility construction. By the end of 2027, there will be 1.6 million new DC charging guns installed in cities across the country, including 100000 high-power charging guns. At least 14000 DC charging guns will be added in township administrative areas where public charging stations have not yet been built, and other areas will further expand the construction scale according to demand, achieving comprehensive coverage of public charging facilities in rural areas.
